摘 要
國(guó)有資產(chǎn)只有實(shí)現(xiàn)保值與增值，才能算是較好地實(shí)現(xiàn)了管理。而國(guó)有資產(chǎn)保值與增值關(guān)鍵在于國(guó)有資產(chǎn)經(jīng)營(yíng)全過(guò)程能不能很好地把握，這就要從國(guó)有資產(chǎn)的出資人到位，國(guó)有資產(chǎn)的經(jīng)營(yíng)效率，國(guó)有資產(chǎn)的監(jiān)督管理，國(guó)有資產(chǎn)的經(jīng)營(yíng)管理體制來(lái)考慮。只有首先做到國(guó)有資產(chǎn)保值與增值，才能維持國(guó)有資產(chǎn)的不斷擴(kuò)大。如果國(guó)有資產(chǎn)得不到保值增值，就意味著國(guó)有資產(chǎn)實(shí)際虧損，己提存的折舊根本保證不了更新的需要。本文首先根據(jù)目前現(xiàn)實(shí)情況，系統(tǒng)地分析了國(guó)有資產(chǎn)管理的現(xiàn)狀，提出了國(guó)有資產(chǎn)保值增值中存在的問(wèn)題和原因；其次對(duì)國(guó)有資產(chǎn)如何保值與增值提出了自己的見(jiàn)解；最后，對(duì)國(guó)有資產(chǎn)保值增值的指標(biāo)進(jìn)行構(gòu)建，以此來(lái)完善了國(guó)有資產(chǎn)如何管理的體系。

Abstract
Therefore looking for problems in the management of the national assets and putting forward corresponding countermeasures according to the present national conditions of our country has become a new focus. This paper has first analyzed some existing situation of the management of national assets systematically and put forward problems and reasons existing in the management of national assets. Secondly this paper gave some ways to keep value and add value of national assets. Finally, it constructed some indexes that appreciate the management of national assets in order to perfect the system of the management.
