摘 要
全國(guó)第六次人口普查數(shù)據(jù)表明我國(guó)整體上已經(jīng)處在老齡化社會(huì)中，而且是“未富先老”的境遇。人口老齡化所帶來(lái)的社會(huì)問(wèn)題日益突出，因此，面對(duì)老齡化發(fā)展的趨勢(shì)和老年人口的增多，必須關(guān)注老年人，關(guān)心老年人的生活質(zhì)量，如何有效的為老年人提供服務(wù)，使其共享社會(huì)發(fā)展成果，真正實(shí)現(xiàn)“老有所養(yǎng)、老有所醫(yī)、老有所為、老有所學(xué)、老有所樂(lè)”，是我國(guó)順利過(guò)度老齡社會(huì)的關(guān)鍵。而我國(guó)的老年服務(wù)卻處在較為落后的境遇，因此要在學(xué)習(xí)發(fā)達(dá)國(guó)家的經(jīng)驗(yàn)的情況下，找到適合我國(guó)國(guó)情的為老年人服務(wù)模式尤為重要。本文通過(guò)“關(guān)愛銀齡”項(xiàng)目對(duì)社區(qū)為老年人服務(wù)模式進(jìn)行探索，在實(shí)踐中檢驗(yàn)“三方聯(lián)動(dòng)”的模式，旨在找到適合哈爾濱社區(qū)的老年人服務(wù)模式促進(jìn)老年社會(huì)工作的本土化。

Abstract
The sixth national population census data show that our country had been in an aging society, and people had been old before they got enough wealth for the aged lives. Population aging brings the social problem increasingly, therefore , facing the aging of the population and the increase of the old trend, we must pay attention to the old, and care about the quality of life of old people. How to effectively provide services for the elderly and share social development achievements with the old is the key for our country smoothly adapt the aging society. But the elderly service is comparatively backward in many aspects in China. So we conclude the experiences of developed countries to find suitable model of service for China's national conditions is especially important. This article explored the community service mode for old people through the "care for the silver age" project in practice and inspected "three party linkage" mode. Its aim is to find suitable community service mode of old people of Harbin to promote the localization of elderly social work.
