摘要
金融是現代經濟的核心,而銀行又是金融業(yè)的主體、金融體系的安全、
高效、穩(wěn)鍵運行對經濟全局的穩(wěn)定和發(fā)展至關重要;又由于金融業(yè)滲透到
社會生活的各個領域,是一個特殊的高風險行業(yè),一旦銀行機構出現危機
就很容易在整個金融體系中引起連鎖反應,引發(fā)全局性、系統性的金融風
波,從而導致經濟秩序的混亂,甚至引發(fā)嚴重的政治,經濟危機。所以,
如何化解和防范金融風險己成為銀行管理活動中一個十分迫切而又重要的
內容‘本文結合自己的工作實際,對中行宣城市分行的員工素質風險防范
與控制進行研究,就有十分重要的理論及現實意義。
本文首先在考察人在自然界的演進和人類社會不斷進化發(fā)展的歷史
進程中所具有的重要性,尤其是在金融業(yè)的安全、穩(wěn)健運行中的作用的基
礎上,對銀行員工素質進行了關注并予以解析.由此提出了“銀行員工素
質風險”這一概念,并加以定義。對銀行員工素質風險的特征及含義進行
了理論綜述。其次,在調查研究的基礎上,從人員的歷史形成和現實狀況
在文化知識水平、知識結構、業(yè)務素質、職稱等層面詳細介紹了中國銀行
宣城分行員工素質的狀況及由此可能存在的風險,并從我國歷史制度和傳
統管理體制方面對其成因進行了較為詳細的分析。隨后,提出了對這一風
險進行管理,指出了具體的風險管理方法:識別、評估和處置。最后,根
據在市場經濟條件下現代競爭的特點,針對國有商業(yè)銀行所面臨的最大問
題即人力資源管理問題,并以此為關鍵,用定性和定量分析相結合的方法,
建立了銀行員工素質風險防范控制體系.試圖構造出有競爭力的人力資源
管理制度,從而達到防范控制員工素質風險的目標。
